The centre of the town is generally safe, but be careful, especially as tourists are rare and you are likely to stand out.
Getting around
The easiest way to get around Juliaca is to take a tricycle taxi. These cost about $0.15 for a journey within the centre, and $0.30 for a slightly longer journey. Foreigners are generally seen as easy prey, and drivers often try to charge over $1 for a journey. Taxis are available in the Plaza Bolognesi. A trip to Sillustani, including the driver waiting, will cost around $17.
Health
The best hospital in Juliaca, and the entire region, is the Clinica Americana Juliaca, run by the Adventists. This is at Jr. Loreto 315, just off Plaza Bolognesi.

Banks
Most banks are close to the Plaza Bolognesi.
Interbank (Visa, MasterCard, Cirrus cash machine) is at Mariano Nuñez 231.
Banco de Crédito (Visa cash machine) is on the second block of Mariano Nuñez, next to the train station.
Banco Continental (Visa cash machine) is at Jr. San Román 439.
Moneychangers
There are plenty of moneychangers around the Banco de Crédito and Interbank.
